Our Board

There are six members of the BCEC board of directors.

John Andrews, Treasurer

Since 2005, John has been actively involved in the development of renewable energy power generation projects in southern Ontario. He is currently CEO at IPC Renewables Group Inc. an Ontario based renewable energy company specializing in the development of community based renewable energy generation projects in Ontario. The projects under consideration for development range from small to medium in size and connect to local electrical distribution lines and are minimally invasive to the landscape with local ownership via individuals or co-ops..

Bruce Budd, Member at Large

Bruce’s provincial experience includes ten years as a member of the Pay Equity Hearings Tribunal; federally he was Manager of Pay Equity at the Canadian Human Rights Commission, and spent the last seven years as a bilingual Senior Review Officer investigating complaints under the Act and negotiating settlements and adjudicating final binding orders. Bruce worked in the financial industry for 20 years with a major chartered bank, later was director of advertising for a trust company and also spent five the years as Director of Finance for a major trade union. Bruce has also worked as regional supervisor for a travel company and as an economic researcher for the Quebec Ministry of Natural Resources. He brings his proven organizational skills to the board.

Fred HardingPresident

Fred brings to BCEC more than 35 years of experience in the electrical construction industry, including more than 20 years as the President and Founder of MVA Engineering Group Ltd., and six years as a director for Alternative Energy Systems in the British Virgin Islands. Some of Fred’s other work includes; overseeing the design and engineering of more than 100 projects totalling more than 100 MW of renewable energy projects under the Feed-in-Tariff program in Ontario. He plays a significant role in the board’s future development plans.

Terry Hawrysh, Member at Large

Terry is currently a partner at IPC Renewables Group Inc. and has been developing renewable energy projects since 2005 including several of Ontario’s first commercial net-metered installations. He has since been actively involved in development of small to mid-size renewable energy projects within Canada and the Caribbean. Prior to this, he has obtained over 20 years of progressive experience in the planning, design and implementation of utility infrastructure projects across Canada, US and Asia as an Executive Director at AT&T Canada, VP at Expertech (Bell Canada) and VP at the Greely Group. Terry believes in a principled company approach ensuring projects seek an optimal balance between all investor, regulatory, technical, government, community and aboriginal stakeholder requirements.

Jiri Skopek, Member at Large

A licensed architect and BCEC founding board member, Jiri advises the board on technical and global warming issues. He is Managing Director, Sustainability with Jones Lang LaSalle and provides advice to owners and managers of large portfolios on sustainable development in the fields of design, asset and facility management, emergency preparedness, business continuity and smart building intelligence. Among his many achievements. Jiri developed an International Clean Airports Program for community airports based on a similar program for the Department of National Defense Canada. He plays a key role on the board with respect to ecological site planning.

Robert Spencer, Vice President and Corporate Secretary

A founding member of the BCEC board, Robert has a degree in Mathematics and Physics and a Masters of Education in international development. He was a founding staff member of Pollution Probe, helping to promote education and action on the environment and in energy conservation. He served as a Chair of the Toronto Board of Education and as an elected public school trustee for five terms. He also worked as an Executive Director of the Ontario Association of Food Banks where he made lasting contributions to improve the ways food is distributed to those in need. Robert brings his valuable experience as an environmental leader and community organizer to the board.
